Apreciado Sr. Presidente:

Con mucha consternación, le escribimos a cerca del proyecto de deforestacion de más de 18.000 ha de montes prístinos en Amotocodie, una de las áreas vitales del territorio del pueblo ayoreo en el norte del Chaco, en los Departamentos de Boquerón y Alto Paraguay (“Proyecto de Explotación Agropecuaria – Ganadera Umbu S.A./Matrícula 631 RQ 01, Mariscal Estigarribia, ex Finca No 1459”).

Esta área alberga una rica y exuberante diversidad biológica, es hábitat de especies clave de fauna y flora y es también hábitat de grupos indígenas del pueblo ayoreo, que viven en aislamiento voluntario. El área en cuestión se encuentra en el centro mismo del territorio de los ayoreos aislados y cualquier alteración de sus bosques no solo representará riesgo de que se produzcan contactos no deseados, contactos impuestos, quiebre de sus diversas formas culturales y, ulteriormente, genocidio, sino que también provocaría efectivamente la resistencia armada por parte de los ayoreos aislados a la destrucción de sus bosques, lo que acarrearía un injustificable derramamiento de sangre, desenlace fatal que ya sucediera en el pasado. El pueblo ayoreo se encuentra ya bajo grave riesgo de extinción y este proyecto causaría gran daño a la viabilidad de su población. Entendemos que todos los permisos requeridos por las autoridades nacionales para la ejecución de este proyecto, que claramente causará graves daños a los ecosistemas naturales del territorio ayoreo, ya han sido otorgados y los contratistas de los trabajos solo esperan que las condiciones climáticas sean propicias para iniciar la destrucción del monte.

Aparte de ser hábitat del pueblo ayoreo, el área en cuestión es hábitat de las mayores poblaciones de animales en peligro de extinción en el país, tales como, el yaguareté (Panthera onca) y el tatú carreta (Priodontes giganteus). Es también hábitat del taguá (Catagonus wagneri) – también considerado en peligro de extinción –, una especie de cerdo salvaje nativo que se creía extinto hasta que en 1975 la ciencia constató que la estabilidad de su población habían estado siendo manejada ininterrumpidamente por los ayoreos.

Entendemos también que el Estado Paraguayo reconoce la complejidad de la situación en que se debate esta región y, consecuentemente, ha tomado medidas para protegerla a través de una medida cautelar judicial dictada a pedido del Fiscal General del Estado, de la Ordenanza Departamental 02/02 de la Junta Departamental de Boquerón y de la Resolución del Consejo del INDI (Instituto Paraguayo del Indígena) No. 37/ 2002.

Le urgimos a que implemente estas medidas y detenga los planes de deforestación proyectados para esta zona y así proteger efectivamente este territorio y su integridad ambiental. También le urgimos a efectivizar el derecho constitucional de poseer su territorio ancestral que ampara al pueblo ayoreo.

Finalmente, le pedimos que utilice todos los recursos a su alcance para proteger los derechos de los pueblos indígenas del Paraguay, en este caso los derechos del pueblo ayoreo, y así evitar mayor deforestación y degradación ambiental.

Dear Mr. President,

It is with great concern that we write to you about the proposed deforestation of more than 18000 ha of pristine forest in Amotocodie, one of the core areas of the Ayoreo People’s territory in the northern Chaco, departments of Boqueron and Alto Paraguay (in Spanish referred to as “Proyecto de Explotación Agropecuaria – Ganadera Umbu S.A./Matrícula 631 RQ 01, Mariscal Estigarribia, ex Finca No 1459” by Paraguayan authorities).

The area to be deforested is home to rich biodiversity, crucial habitat for key species of fauna and flora, but it is also the habitat of indigenous (Ayoreo) groups living in voluntary isolation. The area is right at the core of the territory of the isolated Ayoreo People and any alteration of the forest creates an extreme risk not only of unwanted, imposed contact, breakdown of their diverse life culture and genocide, but may in practice prompt their armed resistance leading to bloodshed and a fatal outcome, as it has happened before. The Ayoreo population is already at great risk of extinction and this development would cause grave harm to their viability. All the necessary permits by Paraguayan regulators towards this massive project that will cause grave damage to the native ecosystems of the Ayoreo territory, have already been granted and contractors are only waiting for good weather to move in and start destroying the forest. This is, as well, prime habitat to animals listed endangered, such as the largest jaguar (Panthera onca) and giant armadillo (Priodontes giganteus) populations in the Paraguay. It is also habitat to the “tagua” (Catagonus wagneri) – also listed endangered - a species of wild boar (peccary) thought to be extinct until 1975, when scientists realized that the Indigenous People – the Ayoreo - had been in contact with them and managed their populations uninterruptedly.

We understand that the Paraguayan State has acknowledged the intricate significance of this region and has therefore taken steps to protect it through the precautionary measure dictated by order of the Attorney general of the State, the Departmental act 02/02 of the Council of the Department of Boquerón and the resolution No. 37/ 2002 of the Council of the INDI (Paraguayan Institute for Indigenous Peoples).

We urge you to implement these measures and halt all developments in this area in order to assure the effective protection of this territory and its environmental integrity. We also urge you to safeguard the constitutional rights of the Ayoreo People who thrive in this area, which is their ancestral territory.

We finally request that you use any and all resources in your power to protect the rights of the Paraguayan Indigenous Peoples, in this case those of the Ayoreo and avoid further deforestation and environmental degradation.
